Procurement Notice

The Contracting Authority intends to lease office premises owned by QUILL RETAIL MALLS SDN. BHD. located at Quill City Mall. QUILL RETAIL MALLS SDN. BHD. is hereby invited to prepare and submit a quotation in accordance with the requirements set forth below.

1.1      Overview of the Procurement

1.1.1     Project Name: Leasing of New Office Premises for CTG V Service (Malaysia) Sdn. Bhd. – Chinese Visa Application Service Center in Kuala Lumpur.

1.1.2     Scope of Services: Provision of venue leasing support for the "New Office Premises Leasing Project" of CTG V Service (Malaysia) Sdn. Bhd. – Chinese Visa Application Service Center in Kuala Lumpur. Detailed requirements are specified in Chapter 3 of the procurement documents, "Statement of Procurement Requirements."

1.2      Bidder Eligibility Requirements

1.2.1     Documentation Requirements: Submission of a Business Registration Certificate and a document of title / proof of ownership.

1.3      Acquisition of Procurement Documents

1.3.1      Bidders accepting this direct invitation shall request the procurement documents and submit their quotations via email to junbiao.yin@ctg.cn​during the period from 10:00  (Beijing Time, same below) on October 15, 2026 to 16:00 on October 21, 2026. (If there is any change in the actual time of issuance, the corresponding deadlines shall be extended accordingly.) The procurement documents are provided free of charge.

1.3.2     If a Bidder decides not to participate, it shall notify the Contracting Authority in writing at least three days prior to the quotation submission deadline.

1.3.3      Deadline for Bidders to raise questions or requests for clarification regarding the procurement documents: 24:00 on October 20, 2026.

1.3.4      Deadline for the Contracting Authority to respond to clarifications: 24:00 on October 21, 2026.

1.4      Submission of Quotations

1.4.1      Deadline for submission of quotations: 17:00 on October 21, 2026.

1.4.2      Method of submission: Bidders shall send the electronic version of their quotation to the procurement contact person of CTG V Service (Malaysia) Sdn. Bhd. at junbiao.yin@ctg.cn before the specified deadline.

1.5      Evaluation Meeting Time and Venue

1.5.1      Time of evaluation meeting: 17:00 on October 21, 2026.

1.5.2      Venue: The evaluation will be conducted online by the evaluation panel.

1.6      Important Notice

It is the Bidder's responsibility to carefully read and fully understand all contents of the procurement documents. Any failure to meet the requirements set out in the procurement documents when submitting the quotation shall be borne entirely by the Bidder, including all associated risks and consequences.
