According to the requirements of Chinese Embassy and Consulate General, you must come to the Visa Centre in person to submit your applicaiton and have your fingerprints collected. Please check here  whether you are exempted from fingerprints collection if you want someone else apply for you.  If  you want to apply through a travel agency, the agency will be responsible to confirm with you about the submission and fingerprint collection.
